Notwithstanding any provision of law, rule or regulation to the contrary, within two months of the effective date of P.L. 2003, c. 44(C.52:27D-133.5 et al.) the Commissioner of Community Affairs shall promulgate pursuant to the "Administrative Procedure Act," P.L. 1968, c.410 (C.52:14B-1 et seq.) the rules and regulations necessary to effectuate this act.
