The board shall, pursuant to the provisions of the "Administrative Procedure Act," P.L. 1968, c.410 (C.52:14B-1 et seq.) adopt rules and regulations to effectuate the purposes of P.L. 2011, c. 219(C.48:2-21.37 et seq.).
