The commissioner may issue rules and regulations to implement and administer the provisions of this chapter, including, but not limited to, rules and regulations establishing (a) policy disclosures; (b) policy conditions; (c) sales practices for selling wellness programs, and (d) penalties for violations of any law or regulations regarding the sale of pet insurance.
