On the day and hour prescribed in § 1 of this title the Clerk of the House, or in his absence or disability, then the senior member-elect present, shall take the chair, call the members-elect of the House of Representatives to order, and call over the roll of election districts, and as the same are called the members-elect must present their certificates and take the oath of office. The House of Representatives may thereupon, if a quorum be present, proceed to elect its officers.
