§ 239. Reading of electric power service meters

(a) Electric power service meters may be read by means of any local or remote mechanism by which the amount of electric power consumed by the client may be determined [accurately]. Such meters shall be accessibly located so as to allow the Electric Power Authority personnel to conduct any operation related to the same. If the meters are personally read by duly trained Authority employees, they must be read or verified at least once every two (2) months in the urban and rural zones, except that in those cases whereby the client has consented and stated so in writing, the parties may agree to have the meter read less often than every two (2) months. Whenever the meters are personally read by Authority employees, the reader shall leave a written notice to that effect indicating the prior reading, and the present reading and date thereof. In those cases whereby the Electric Power Authority is able to verify the consumption of electric energy using remote means, said reading shall be done at least once every two (2) months. In those cases, the Electric Power Authority is not bound to leave the written notice required when the reading is done locally.

(b) The invoice the Electric Power Authority must send to its clients shall contain information about the meter reading from the beginning to the end of the billing period, the dates and days included within said period, the meter constant, the rate, and the date of the next reading, as well as any other data that allows verification of the reading. The Authority shall furthermore evaluate the feasibility of implementing alternate methods to provide the client with information so as to enable the latter to verify the reading data before receiving the invoice. Without in any way hindering the power to select alternate methods that may be used by the Electric Power Authority, this public corporation shall study the possibility of establishing mechanisms to provide said information through automatic telephone systems and through the information network best known as the Internet.

(c) The Electric Power Authority shall distribute among its clients information on how to read the meters and provide orientation on the alternate methods that may be established by the Electric Power Authority pursuant to subsection (b) of this section, to determine the electric power consumption the client may be billed for. The provisions of other laws notwithstanding, the Electric Power Authority may use, for this purpose, any means of public diffusion.
