It shall be the public policy of the Government of Puerto Rico to promote the smart growth of the Island by reducing unnecessary costs, urban sprawl, and the loss of open spaces. To achieve this, social, financial, and environmental benefits in infrastructure shall be maximized and the financing and development of new and existing transportation services, education, housing, and other public services that are compatible with smart growth shall be facilitated. Furthermore, efforts shall be geared toward the redevelopment of industrial buildings and land that have been abandoned or not used in or near urban areas.
