The organizational structure of the Office of the Chief Permit Inspector shall have, at least, the following operating divisions or components:
(a) An office of the Clerk;
(b) compliance and oversight;
(c) complaints and fines;
(d) final determination audit, and
(e) authorized professional regulation.
