The Intergovernmental Committee for the Establishment and Implementation of the Artisan’s Lane shall include the Rural Development Corporation, the Department of Transportation and Public Works, the Planning Board and the Municipality of Cayey, in coordination with bona fide community groups and organizations of the Guavate Sector. Said Committee shall be responsible to draft a plan to study, establish, implement, develop and manage the Artisan’s Lane, to be located in the area of Guavate, Cayey, Puerto Rico. This integrated development plan shall take into consideration the following criteria:
(1) Establish the specific boundaries of the geographic areas to be designated and acquired for the Artisan’s Lane.
(2) Determine the costs of the eminent domain process, if any, including administrative and operational costs of the project.
(3) Contemplate the means for financing, if any, needed to comply with the purposes of this measure.
(4) The responsibility of the Rural Development Corporation, in coordination with the Municipality of Cayey, and the bona fide community organizations of the Guavate Sector to establish a detailed and specific work plan for the construction of the Artisan’s Lane in said sector. Said work proposal shall include the concept, the necessary construction stages and the estimated time to complete the same.
(5) Establish the directive and programmatic norms needed to achieve this development.
(6) Delegate on the Municipality of Cayey, in coordination and with the participation of the bona fide community organizations of the Guavate Sector, the maintenance, conservation, use and control norms of the Artisans Lane, once constructed.
(7) The development plan of the Artisan’s Lane as well as any other amendment or modification thereto, and the studies that are conducted, shall be remitted to the Governor of Puerto Rico and to the Legislature.
