A Special Interagency Task Force for Río Piedras is hereby created for an indefinite period of time, which shall be constituted by the government agencies and dependencies listed below, to be chaired and coordinated by the Municipality of San Juan. This Interagency Task Force shall coordinate solutions as to situations and problems relative to public services rendered, the application of regulations, the granting of permits, and the application of laws in Barrio Río Piedras.
The public agencies and dependencies that shall constitute this Interagency Task Force are: the Municipality of San Juan, the University of Puerto Rico, the Municipal Revenues Collection Center, the Puerto Rico Police Department, the Regulation and Permit Administration, the Department of Health, the Planning Board, the Department of Transportation and Public Works, the Department of Consumer Affairs, the Electric Power Authority, the Department of Housing, the Aqueduct and Sewer Authority, the Department of Education, the Commercial Development Administration, the Infrastructure Financing Authority, and any other public corporation or agency that the Municipality of San Juan or the Interagency Task Force deems should participate in a special way as member of this body. The citizens of Río Piedras shall have the right to request a special meeting with the Interagency Task Force by petition of bona fide residents or of persons who have businesses in Río Piedras, as provided under the bylaws approved for such purpose by the Municipality of San Juan to set forth the norms and procedures for the internal operation of the Interagency Task Force.
The Municipality of San Juan, as the entity to chair the Special Interagency Task Force for Río Piedras, shall appoint an Executive Director in coordination with the Advisory Body, created below, to discharge the following responsibilities:
(a) To coordinate the implementation of the Plan for the Rehabilitation of Río Piedras and any other law or regulation, or municipal program, ordinance, plan or project, etc., intended for the redevelopment and revitalization of Río Piedras;
(b) to receive and direct the recommendations and claims of the Advisory Board and the citizens of Río Piedras;
(c) to ensure that government services for Río Piedras which are inherent or incidental to the implementation of this chapter, known as the “Act for the Rehabilitation and the Plan for the Integrated Development and Rehabilitation of Río Piedras”, approved pursuant to the said act, are properly rendered, and
(d) to discharge all functions entrusted by the Special Interagency Task Force, pursuant to the purpose for which it was created.
Such Executive Director shall set office in a physical structure located in Río Piedras, which space shall be identified and facilitated by the Municipality of San Juan. Likewise, the Municipality of San Juan shall provide the said structure with the necessary equipment and supplies for its proper operation. Provided, That all other components of the Special Interagency Task Force for Río Piedras, i.e. all other agencies of the Central Government, may contribute to the efforts to achieve these ends by providing the necessary space and personnel.
