Concessionaires under these regulations may subcontract with other enterprises:
(a) When their authorized vehicles are not enough for transporting the number of people for which the services have been hired.
(b) Provided they subcontract those concessionaires that already have a franchise issued by the Tourism Company to render similar tourist ground transportation services, and to which vehicles the Tourism Company has issued an authorization.
