The Puerto Rico Trade and Export Company shall adopt regulations as are necessary to achieve the purposes of this chapter, in accordance with §§ 2101 et seq. of Title 3, known as the “Uniform Administrative Procedures Act of the Commonwealth of Puerto Rico”, within ninety (90) days after the effective date of this act. The absence of any regulations provided for in this Act shall not prevent the application thereof.
