For the purposes of this chapter, the following terms and phrases shall have the following meanings:
(a) Vessel. — Includes all descriptions of water vessels or other artificial devices capable of being used as a means of sea transportation, and which uses the navigable waters and port facilities of Puerto Rico.
(b) Containers. — Means artifacts configured in a variable capacity manner designed for transporting and storing merchandise and being shipped, stored or transferred between means of ground and maritime transportation so as to be stacked without having to extract their cargo content until they arrive at their final destination. For the purposes of this chapter, the following terms shall be understood as similar: containers, vans, and trailer trucks.
(c) Maritime port. — Includes all public or private maritime terminals on the coasts of Puerto Rico, in accordance with the definition of maritime terminal provided in subsection (e)(2) of § 332 of this title, including areas for van storage, registries and security, administration offices, and traffic of heavy equipment annexed thereto.
(d) Security. — Refers to the physical protection of the persons, facilities, equipment and merchandise, vessels and containers against possible criminal threats, including terrorism.
(e) Seas of Puerto Rico. — Means all the navigable waters of Puerto Rico, as established by the United States Congress in Section 8 of the Puerto Rican Federal Relations Act, 48 USC 749, as amended.
