(a) The personnel of the Economic Stabilization Administration and of the Office of the Construction Officer are hereby transferred to the Consumers Service Administration with all rights acquired under the pertinent provisions. The necessary additional personnel shall be appointed in accordance with the effective laws and regulations.
(b) The Director shall contract the professional and technical services that might be necessary to attend the multiple and complex problems which the consumer must face and which require complementary attention and action of specialized personnel.
