With the primary purpose of protecting, representing, advising, educating and guiding the public consumer there is hereby created the Consumers Service Administration, which shall be under the direction of a Director, who shall be appointed by the Governor with the advice and consent of the Senate, for a term of four (4) years and shall hold office until his successor is appointed and qualifies.
The Director shall appoint a Sub-Director who shall substitute for him in case of absence and shall fulfill those duties that the Director may assign.
