The mayor shall notify and consult with the Planning Board, the Ports Authority and any other agency, department or instrumentality of the Government of Puerto Rico with facilities located within the premises of the Punta Borinquen Complex, of any change in the land use pattern and the viable plans, prior to carrying out the same. Provided, furthermore, That authorization of the Federal Aviation Agency shall be obtained in order to alter the easement held by said agency in the aforementioned premises.
