All the functions, powers, duties, obligations and faculties, as well as all personnel, chattels and real property, records, unspent sums from appropriations, items or other Commonwealth, federal or any other kind of funds under the tenure and custody of the Punta Borinquen Administration and Development Authority, hereinafter the “Authority”, are hereby transferred to the municipality of Aguadilla. The funds needed to continue these functions shall be defrayed from the expense budget of the municipality of Aguadilla.
