The Isolated Communities Improvement Commission is hereby authorized to contract for the services of teachers of the Commonwealth of Puerto Rico and to pay them the proper extra compensation for such additional services as they may render as teachers or in any other capacity under the programs which the Isolated Communities Improvement Commission may undertake and in other like activities of said Commission, outside of their regular service hours as teachers, and upon the previous written consent of the Secretary of Education, without subjection to the provisions of § 551 of Title 3 and of any other law to the contrary.
