The Institute of Puerto Rican Culture, the Department of the Treasury, the Municipal Revenues Collection Center, the Development Bank, the Planning Board and any other agency which the Chairperson of the Planning Board believes may be authorized to those effect, are hereby authorized to approve rules and regulations to comply with the provisions of this chapter.
