The object of such rules and regulations shall be to adopt those measures as are fair, safe, reasonably adequate, and practically sufficient to protect and maintain the peace, order, and safety of persons and property; they shall contain all provisions which, in the judgment of the Economic Development Administration, may be necessary for said ends and purposes; and once approved by the Economic Development Administration, they shall have the force of law.
