The Board shall grant a license of rehabilitation counselor to any person who passes an examination in accordance with the standards adopted by it through regulation and who also meets the other requirements established in § 2656 of this title. Candidates shall file with the Board an application for license. This application shall be accompanied by an internal revenue voucher of ten dollars ($10).
