When the Board investigates a person who requests a license for the first time such investigation, whether or not the license is granted, shall be of confidential nature and may not be disclosed.
If the license is granted and is later suspended temporarily or revoked permanently or its renewal is denied, the investigations which gave rise to the action of the Board shall not be confidential.
