Persons entitled to practice the profession of beauticians in the Commonwealth of Puerto Rico are hereby constituted into an artificial entity or quasi-public corporation under the name of “College of Beauticians of Puerto Rico”, with official domicile in San Juan, Capital of Puerto Rico, if a majority of them so resolve in a referendum which shall be held for the purpose as hereinafter provided.
