For the purpose of facilitating and perfecting the execution of the said lease contract with the United States, the Secretary of Transportation and Public Works is hereby authorized, without such authorization being understood as limiting his present powers and attributes, to set up in the said contract whatever agreements, conditions, or stipulations may be pertinent or he may deem convenient to the transaction.
