That the Governor of Puerto Rico be and he is hereby authorized in his discretion and in the name of the Commonwealth of Puerto Rico to convey to the United States for naval, military, or other public purposes all the right, title and interest of the Commonwealth of Puerto Rico or of the Municipality of San Juan in and to any or all public lands in the Puntilla in the harbor of San Juan, together with the shores thereof and any public buildings thereon, or in and to so much thereof as may now or hereafter be desired by the United States for such purposes, and in and to any streets or highways or other public property therein belonging to the Commonwealth of Puerto Rico or to the said municipality, together with all rights, easements, benefits and privileges thereunto appertaining.
