The Court of First Instance shall take cognizance of the violations to §§ 1443—1448 of this title, and they shall be deemed as misdemeanors punishable by a fine of not less than one hundred dollars ($100), nor more than two hundred dollars ($200). When the normal mechanism of a motor vehicle has been altered with the purpose of generating noise, the fine shall be of not less than two hundred dollars ($200) nor more than five hundred dollars ($500).
