§ 549. Declaration of offense known to juror

Any member of the Grand Jury who has knowledge of the commission of an offense cognizable by them, or who has reason to believe that such offense has been committed, shall declare his knowledge or belief, under oath, to his fellow-jurors who shall thereupon proceed to make the proper investigations.
