The operation or functioning of every amplifier or loudspeaker is prohibited during the night hours between 10:00 p.m. and 8:00 a.m., as being subversive of public tranquility, except when they may be used by the authorities to warn the neighborhood of the proximity of a storm, fire, or any other danger that may menace public safety. Neither shall it be permitted to install an amplifier or loudspeaker or to operate it, at a distance of less than thirty meters from any hospital, maternity home, or place where any person is seriously ill.
