Every new television channel, radio station, theatrical play or public performance producer, may take advantage of the benefits herein granted, provided they comply with the minimum programming requirements. For the purposes of this chapter, minimum programming shall mean compliance with at least ninety percent (90%) of the average time used by commercial television channels, radio stations and producers of theatrical plays or artistic performances performed by Puerto Rican performers, or as defined through regulations to such effects.
