Applications for advance voting shall be filed for each election by submitting a form and attesting evidence, as the Commission provides through regulations. The deadline to apply for advance voting shall be the closing date of the General Voter Registry for the Election in question. Notwithstanding the foregoing, those persons who fall into one of the categories set forth in subsections (f), (k), and (l) of § 4179 of this title may apply for advance voting by submitting a form and attesting evidence not later than fifteen (15) days before the election event.
