The Commission shall announce the date on which an election shall be held not less than sixty (60) days in advance by a proclamation which shall be published in at least two (2) newspapers of general circulation. In the case of any other election, such election shall be called pursuant to the terms and conditions established in this subtitle, in any other law, or through regulations.
