For purposes of the voting and canvassing needed to carry out the referendum enabled by this chapter, the President of the State Election Commission is hereby authorized to order the purchase or leasing of printed material, machinery, and equipment directly from the suppliers without the intervention of the procurement and supplies services of the General Services Administration. Likewise, the President of the State Election Commission is authorized to contract the use of electronic or any other type of devices in order to carry out the purposes of this chapter.
It shall be the obligation of the Government of Puerto Rico, its agencies, instrumentalities, municipalities, public corporations, and the subsidiary corporations thereof, to lend to the State Election Commission, free of charge, for its use during a reasonable term and provided the public activities carried out therewith are not unduly hindered, the office equipment or other mechanic, electronic, or transportation equipment, as well as personnel or other resources at their disposal that are necessary to appropriately carry out the duties that this chapter imposes on the State Election Commission.
