In order to ensure the bona fide nature of the cooperative and the adequate establishment of cooperative housing projects, every project shall assign personnel to work in coordination and cooperative development. These cooperative coordinators shall be designated and answer directly to the Commission pursuant to the core functions granted thereto by law. The Commission shall make sure that said personnel has the qualifications needed to carry out the duties and purposes of this chapter.
No person shall be offered employment in public service to perform these duties. They shall rather be private employees subject to the availability of funds in these housing projects. The administrative management budget of each project shall be used to defray these positions and the designation of personnel shall depend on the targeted number of members and the type and size of the project. They may also be financed, subsidized, and supported by other entities, including cooperatives.
