The Puerto Rico Housing Authority shall, on and after the date this act takes effect, have and exercise over said houses, workmen’s settlements, lots, and urban settlements, all the faculties, functions, powers, rights, and duties vested by law in the Homestead Division of the Department of Labor and Human Resources; all faculties, functions, powers, rights, and duties over said workmen’s settlements, houses, lots, and urban settlements, vested by law in the Secretary of Transportation and Public Works, are hereby likewise transferred to and vested in the Puerto Rico Housing Authority.
