The Department of Housing and the Public Housing Administration shall direct, establish and prepare, without any unnecessary delay, programs that provide for the disposition, through any pertinent sales method, of one or more housing units with common elements that comprise the total or part of one or more existing occupied or vacant public housing projects or newly developed projects, including any interest in the common elements of the public housing project, through approved plans and subject to the applicable terms and conditions, to buyers whose financial capacity allows them to defray the financial obligations of the sale and the operation, maintenance and reserve.
The Secretary shall set forth the public policy that shall regulate the programs that provide for the disposition of the public housing projects and the necessary regulations and shall oversee the enforcement thereof. The Administrator shall be in charge of the implementation, with the approval of the Secretary of the regulations and procedures necessary to comply with this chapter.
No plan approved shall affect or impair the rights, benefits, responsibilities and obligations of any tenant in accordance to the applicable federal regulations and laws.
