Every person who is sixteen (16) years of age or older, who does not hold or cannot or does not wish to obtain a driver’s license, may request that the Secretary issue an official identification card for him/her. Said request shall be enclosed with the requirements established by the Secretary through regulations, who may impose reasonable fees which cannot be greater than the administrative costs incurred to obtain said card. The revenues collected shall be covered into a special account in favor of the Director of Driver Services (Directoría de Servicios al Conductor) to be used for the preparation and administrative and electronic processing of the card, as well as any other requirement that the Secretary establishes through regulations. The Secretary shall progressively add to the regulations for the issuance of the official identification card identity protection safeguards equal to those required for the driver’s licenses by the Department of Homeland Security under the Federal “Real ID Act of 2005”.
