The certificate attesting to the special license granted to nonresident owners of motor vehicles, trailers or semi-trailers shall contain on its face the information appearing in the registry established in this chapter. Said certificate shall be carried at all times in the motor vehicle or in the vehicle that hauls the trailer or semi-trailer.
