The Secretary shall issue a removable tag to every bona fide member of the general working press who is duly accredited as such at the Department of State of Puerto Rico, for the identification of the motor vehicle that is used in the performance of their work as an active member of the general press. Said removable tag shall replace the special license plate that was formerly issued by the Secretary. The issuing of this removable tag shall be made pursuant to the following rules:
(a) In the case of news agencies or firms, the vehicles must be duly identified. The removable tag shall be designed by the Secretary in such a way that it may be displayed from inside of the vehicle. The removable tag shall bear the date of issue, the identification number of the removable tag, the photograph of the member of the press, the signature of the Secretary and any other information that he/she deems pertinent.
(b) The use of said removable tag on the public highways of Puerto Rico is solely authorized during the effective term thereof, in order to expedite the parking of the motor vehicle while carrying out official business, thus allowing the performance of their duties continuously and without delay.
(c) The Secretary shall provide, through regulations, everything concerning the [issuance], use, renewal and cancellation of said removable tag.
(d) Every member of the general active press to whom the Secretary issues a removable tag shall be bound to return it to the Secretary when he/she ceases his functions, or loses his/her accreditation as a member of the general active press. Failure to comply with this provision shall bring about the canceling of the authorization to use the removable tag.
(e) Any person whose vehicle bears a removable tag for the members of the general active press without authorization therefore, shall incur a misdemeanor and, upon conviction, shall be penalized with a fine of not less than two hundred dollars ($200) and not more than five hundred dollars ($500).
(f) A twenty-dollar ($20) internal revenue stamp shall be cancelled for said removable tag, which amount shall be deposited in the DISCO account to defray the cost of producing said removable tags.
