No vehicle, motor vehicle, trailer or semi-trailer that is not duly authorized therefore by the Secretary, pursuant to the provisions of this chapter shall operate on the public highways. Vehicles belonging to the Government of the United States of America are hereby exempted from the provisions of this section.
