Rule 4. Electronic duplication of the record

When there has been a recording of the proceedings the court, at its own initiative, or at the request of any of the parties, may authorize, with a notice to the parties, or to the other parties, as the case may be, that a copy be issued or permission granted to copy the transcript of the evidence from the tape in question.
