The Supreme Court, on its own motion or upon receiving any petition for separation from service against any municipal judge or justice of the peace, shall decide, at its discretion, whether it shall submit the case to the informal hearing proceeding. In the event it decides to submit the case to the informal hearing, it shall appoint an Examiner before whom the hearing shall be held; the Examiner may be the Supreme Court itself, one of its justices, a commissioner or a board of two (2) or more commissioners appointed by said Court. When appointing commissioners, preference shall be given, whenever possible, to retired members of the bench. When a Board of Commissioners is designated, the Supreme Court shall appoint one of its members to preside it and its decision shall be by majority.
