P.R. Laws tit. 4A, § VII
The Chief Justice of the Supreme Court or, in lieu thereof, the Justice acting in his place, shall preside over the Judicial Conference. The Conference shall hold plenary sessions on such dates and at such places as the Court may determine. The Supreme Court or its Chief Justice may call such other additional plenary sessions deemed advisable, as well as special meetings to address specific matters in any division or Part of the Court of First Instance. The call to a meeting to such effects may include the composition, function, and purpose of the same.
Likewise, the Supreme Court or its Chief Justice may call joint or separate Meetings of Court of First Instance Judges, District Judges, or Municipal Judges, as well as Meetings of Citizens, to study and present recommendations on problems concerning the judicial system and the effective administration of justice.
