P.R. Laws tit. 5, § 1766
The Planning Board, together with the Municipality of Vega Baja, the Department of Agriculture and the Land Authority of Puerto Rico, shall conduct any necessary studies of the farms within the Vega Baja Agricultural Reserve for the ordinance of said lands through the promulgation and adoption of a special zoning resolution for the purposes of preserving and utilizing the referred to Agricultural Reserve lands for agricultural development and production, according to the special zoning regulation for the agricultural reserves of Puerto Rico. A soil district classification of DA (Developed Areas) shall be given to the lots that include the industrial operations of Essan Precast and Native Stone, which are located within the Agricultural Reserve, at both sides of P.R. Road 688.
