§ 861. Definitions

For the purposes of this chapter the following words and phrases shall have the meaning established below:

(1) Farmer. — Any natural or juridical person engaged in raising, purchasing and selling cattle for the production of meat, milk and other products and spin-offs.

(2) Cattle. — Means any group of domestic animals, especially of a single species, such as pigs, bulls, heifers, oxen, cows, calves, goats, sheep, lambs, etc., used to produce meat, milk, and other products and spin-offs.

(3) Authorized vehicle. — Any means, motorized or not, used for transporting, moving or transferring cattle such as trucks, pickup trucks, trailers, tow trucks, freight cars, wagons, vans, flatcars, rolling cages, etc., including any device, fixture, accessory, extension or attachment that allows for the easy and/or feasible transportation on said vehicles which are duly authorized by the Department of Agriculture pursuant to the regulations promulgated for such a purpose by the Secretary of Agriculture.

(4) Unauthorized vehicle. — Any means, motorized or not, used for transporting, moving or transferring cattle, as defined in this chapter, which is not duly authorized by the Department of Agriculture, pursuant to the regulations promulgated for such a purpose by the Secretary of Agriculture.

(5) Department of Agriculture. — The Department of Agriculture of the Commonwealth of Puerto Rico, created by virtue of §§ 351 et seq. of Title 3, known as the “Department of Agriculture Act”.

(6) Secretary of Agriculture. — Official charged with the direction, administration and general supervision of the Department of Agriculture.

(7) Inspector. — Official of the Department of Agriculture with the authority and power to investigate, oversee, and ensure compliance with the laws and the public policy inherent to agriculture in Puerto Rico, as well as the regulations promulgated by the Secretary of Agriculture.
