The Secretary of Agriculture of Puerto Rico is hereby vested with those necessary faculties, rights and powers so that through himself, or through his employees, agents or authorized representatives, shall carry out the purposes of §§ 420—420g of this title, including but without it being construed as a limitation, the following:
(a) To receive as a gift from any natural or artificial person or private or public institution of Puerto Rico, or of any other country, money, cane cuttings, equipment, supplies and services to be used and expended according to the purposes of §§ 420—420g of this title.
(b) To execute with any natural or juridical person or private or public institution of Puerto Rico or of any other country such contracts, covenants or agreements as the Secretary of Agriculture of Puerto Rico may deem necessary and advisable to carry out the purposes of §§ 420—420g of this title.
(c) To acquire all kinds of real estate, properties and equipment necessary for implementing this program.
(d) To render by itself or to contract for the rendering of services provided under §§ 420—420g of this title.
(e) To transfer funds and resources to other agencies or instrumentalities of the Commonwealth of Puerto Rico to carry out certain phases of activities of the program established by §§ 420—420g of this title when in his judgment such action would facilitate or hasten the achievements of the proposed objectives.
(f) To enter the grounds or premises of persons or entities receiving benefits from any of the provisions of §§ 420—420g of this title with the purpose of verifying that the established standards of §§ 420—420g of this title and regulations promulgated thereunder are or have been complied with.
