§ 869. Conservation and management plan

Within one (1) year as of the approval of this act the Company shall:

(1) Identify the titleholders of the land designated as the Tanamá River Karst Zone National Park and establish the delimitation thereof.

(2) Prepare a graphic design of the area.

(3) Plan each of the phases of the acquisition and administration process of the land that shall comprise the karst zone pursuant to this chapter.

(4) Establish the total cost of the project including acquisition, administration and operating costs. It shall also analyze other financing mechanisms that may be necessary to achieve the objectives of this chapter.

(5) Promulgate the necessary regulations for the conservation and administration of the Park, pursuant to the purposes set forth in this chapter.

(6) Oversee the effective implementation of the prohibition on the issuing of construction permits and the denial of those in process that are not compatible with this chapter.

(7) No construction within the Park or in its surroundings may affect the environmental integrity thereof, it being understood thus that such construction shall not affect the conservation programs of endangered or threatened species that are managed by the Department of Natural and Environmental Resources, or by any other entity concerned.

(8) The National Parks Company shall consult the final plan for the creation of the Park with the municipalities that comprise the reserve.

(9) The plan for the conservation and management of the Park, as well as any amendment or modification and studies conducted, shall be remitted to the Governor of the Commonwealth of Puerto Rico and the Legislature upon completion of the same.

(a) The development of activities to provide the benefits of public recreation.

(b) The protection of the scenic, scientific and historic characteristics that contribute to public enjoyment thereof.

The administration, protection and development of the Park shall be executed by the Executive Director, subject to the provisions of this chapter and of §§ 501 et seq. of this title, known as the “Recreational Development Company Act of Puerto Rico”, as amended by Act No. 10 of April 8, 2001. For the administration, protection and development of the Park, the Director shall prepare and implement a management plan that shall include the following:
