The Secretary of the Family is hereby empowered and directed to contract with any private school for deaf-mutes, for the care and teaching of such deaf-mute children as would be entitled to attend the public schools of Puerto Rico if they could do so profitably; Provided, That the deaf-mute institution with which this contract is made shall bind itself to maintain throughout the whole school year a minimum matriculation of sixty (60) deaf-mute children.
