The functions of the Rehabilitation Center for the Blind of Puerto Rico shall be the following:
(a) To determine the abilities, vocational interest and limitations of the blind person;
(b) to afford the blind the opportunity to better adjust [themselves] to [their] condition, and
(c) to train the blind, according to [their] interests and abilities, in those vocational tasks for which [they] seem best fitted.
