(1) The Council shall be convoked by the Secretary of Education for its inaugural meeting, and in the same, a Chairman and any other officers deemed necessary to perform its duties shall be elected from among its members. The Council shall fix the term of service of these officials through regulations. None of these offices shall be held by the Secretary of Education.
(2) The Council shall meet in regular monthly sessions according to its calendar which it shall approve and publish annually. It may hold special meetings, called by the Chairperson or by petition of a majority of the members. The agreements and resolutions of the Council shall be taken by a majority of the members present, but all agreements or resolutions shall be adopted with the affirmative vote of at least five (5) of its members.
(3) The members of the Council, excluding the Secretary of Education, shall receive per diems of seventy-five dollars ($75) a day, except the Chairperson of the council, who shall receive a per diem of one hundred dollars ($100) a day, for the time devoted to his/her duties in duly convoked meetings or by special assignment of the Council.
