(a) It shall adopt rules and regulations that state the operational organization and administration of the Unit, the obligations and responsibilities of its members, as well as any other matter related to its operation.
(b) It shall have primary inherence and responsibility when there is any event of emanation of gases and noxious odors in the schools.
(c) It may request and obtain the technical services of any of the officials and employees of the Government of the Commonwealth of Puerto Rico that in its judgment, are necessary to carry out the purposes of this chapter, and it shall have the authority to execute agreements with private entities related to its functions and responsibilities.
(d) It shall perform the investigations that are necessary to determine the cause and origin of the emanation and noxious odors, and the manner that the matters related to their prevention and management are being carried out in any of the schools.
(e) It shall keep a register that will include all the cases of emanation of gases and noxious odors, and the related facts, their origin, and the actions taken regarding their management. This report shall include statistics on the harm caused to health, and any other pertinent report.
(f) It shall render a report to the Governor of Puerto Rico and the Legislature, no later than the second week of the month of January of every year, that shall contain a summary of all the activities carried out by the Unit during the year, with all the corresponding information.
(g) It shall prepare and develop an adequate routine surveillance and management plan in those areas of the school that are susceptible to the emanation of gases and noxious odors.
(h) It shall prepare, develop, and keep up to date an action plan to be carried out in the event an emanation of gases or noxious odors occurs, which shall include, but without being limited to:
(1) Measures to be taken for immediate and effective action in the event of an emergency, among others: evacuation plans, identification of safe places to mobilize the students, communication with supporting agencies, parents, and persons related to the school.
(2) Measures for the reduction or prevention of harm to students, teachers, and other teaching and non-teaching personnel.
(3) Coordination of efforts with all those participating government agencies on the best way to achieve the objectives of this chapter, and to develop the functions that have been entrusted to the Unit.
