P.R. Laws tit. 18, § 48
The Secretary of Education is hereby authorized to sell at cost price to the teachers and pupils of private schools and to any other persons legitimately concerned with educational or cultural enterprises or programs, any material produced for didactical purposes in the printing unit, the Division of Community Education, the public radio broadcasting station and other dependencies of the Department of Education, as well as magazines, newspapers and other publications of said Department. Account of the receipts from such sale shall be kept, and said receipts shall be covered into the Commonwealth Treasury, in accordance with the rules and policies heretofore or hereafter established for the purpose, and the amount so received shall in each case be refunded to the appropriation or appropriations against which were charged the necessary expenses incurred in the production of the material so sold.
